Issues with customizable options

If you are using the "image-based" format, select the User Can Customize option on the Flashboard panel when creating or modifying a flashboard to enable users to customize the flashboard. See "User Can Customize" in Defining-flashboards.

If you are using the default format, users can customize even if you do not set the User Can Customize option.
