Authorizations for ARMBARC

Authorized Program Facility (APF) authorization for ARMBARC and the BMC AMI Recovery Manager load library
READ authority for archive log data sets
READ authority for BSDS data sets
ALTER authority for the new archive log data sets to be created, if any
