Breaking Changes:  New Relic events and topology

It has some major changes to the way that CI's are named but part of that was getting rid of the "CI", "appCi", "appInstanceCi", and "appHostCi" which required more customization of the OpsCx policies to account for.

We are now using only a "ciUniqueId", "ciType", "ciDisplayName", and "ciHostName" for each event. This simplifies the event policy considerably and the CI hints to be of the form "<$DATA:/Event/ciDisplayName>_<$DATA:/Event/ciUniqueId>", so that each is provided something human-readable and also unique – so all can be consolidated into a single policy rule for events.

This also gets rid of the need to attach the hostname to the ApplicationInstance CI's to differentiate those as well.
