Verify whether the trace file of the cell displays the following message:
Service Model Manager process ({0}) not active within expected delay.
The timeout of the Service Model Manager process must be extended.

User Response:
In the mcell.conf file, change the value of the ServiceModelManagerStartTimeOut parameter to a value greater than 60, the default timeout.
