BlAclTemplate - nameToId
Description :
This command converts an ACL template name to an ID.
The command will fail if no ACL template by the specified name exists. Returns an integer ID. The ID is a handle to the ACL template and can be used as an argument to other commands that need a handle to the ACL template.
