Patch Remediation Jobs fail with Error: Cannot connect to URL

BMC Server Automation patching remediation jobs are failing for certain Microsoft Windows patches because the URL for the payload does not exist on the vendor site.

This issues applies to BMC Server Automation versions, 8.1.x, 8.2.x, 8.3.x, and 8.5.x.
