In this release, if any event is recorded through BMC Event Manager (BEM) and has CI information, a Causal Incident is created. The event and CI is transformed into an infrastructure-based incident and is routed using resolution product categories. 

On the other hand, if an event is recorded through BEM, and if it does not have CI information, an Event Incident is created.  The event is transformed into an event-based incident and is routed using operational categories, if available.
