Replace Redis with Valkey for in‑memory data operations

BMC Helix Platform Common Services uses Redis for caching, session management, and data storage.

BMC Helix Platform Common Services 26.1.00 uses Valkey for caching, session management, and data storage, except for the BMC Helix ITSM Insights application. This change helps reduce licensing and security risks and provides a cost-effective in-memory data store.
