How licensing affects access control
In addition to obtaining a license to run the and other components, you must specify a license type for each user. includes a setting that enables you to permit users who are not recognized users to access to applications as a member of the Public Group. For more information, see User-and-group-access-overview.
Although licensing is not a component of access control, licensing can affect a user's ability to perform an operation that you grant the user permission to perform. For example, if a user is a member of a group that has Change permission to a field but you did not give appropriate write license, the user cannot change the field.
