A business case review is complete when you complete all the tasks in the review lifecycle. The review results indicate if the business case is approved or rejected. If a business case is approved, you can then promote the business case to one or more new projects.

A user with ITBM Project Management Office permission or a user who is the project manager for the business case can promote a business case to a project. While a user with ITBM Project Management Office permission can promote any business case, users with ITBM Project User permission can only promote business case for which they are project managers.
