Corrected issues

The following issues have been corrected in this patch:

15947	Action execution, custom fields, restriction settings, categories, menu labels, and remediation Actions do not propagate from the Content Manager to Satellite Managers. Warning Note BMC strongly recommends that you perform a fresh backup of each Manager in the mesh after applying Patch 1 for Service Pack 4. After this patch is applied, restoring a backup from version 8.2.04 or earlier would negate the fix for issue 15947.
17230	SQL Server patch candidate enumeration fails with the following error: Unable to find build list for MSSQL version 0.
18228	Oracle 11.2.0.4 Restart Clusters are discovered as version 11.2.0.1 databases using OPatch version 11.2.0.3.6.
