BMC ThruPut Manager

BMC ThruPut Manager provides (JCS) WITH and (JTS) HOLD_UNTIL.

Though it does not support the STARTBY feature, in BMC AMI Ops Automation for Batch ThruPut, Service Level Manager (SLM) provides methods to ensure that the job flow is as desired through other means.

IBM

The IBM SCHEDULE statement has the WITH, HOLDUNTL, DELAYFOR and STARTBY keywords.
