Use the PUBLICPLAN installation option to grant the PUBLIC privilege to run 

BMC AMI Recover

. Valid values for PUBLICPLAN are YES and NO. The default value is YES. If you set the value of this option to NO, the installation process will not do any grants, which means that you must grant execute authority to users as needed.
