This message indicates problems with the user account on the target server.
This message might be due to insufficient root privileges for executing the Open Vulnerability and Assessment Language (OVAL) checks on the target server. The user account that runs an Security Content Automation Protocol (SCAP) Compliance Job requires root privileges on each target server in the job.
To check privileges mapped to user accounts, on the target server, use the BLCLI agentinfo command or inspect the exports file.
