Delete - cleanupHistoricalData OldVersionJob

Description :

This command cleans up historical data from the database permanantly. Historical data includes older version of jobs that have no associated runs with that version. The latest version and the older versions having runs associated are not deleted. This command is applicable only for online database cleanup and the retention value (Retention_Time_In_Days) is not applicable.
