RBACUser - createUser

Description :

This command creates a new user in a disabled mode. It assigns the user a name, password, description, and an enabled value.

If you create a user account in disabled mode, the account will not be usable until it is enabled. The new user will not be able to log into the BMC BladeLogic system. This command returns the handle for the user.
