If the parameter is set to Yes, and:
The device is unknown (for example, not known by the local Device management module), and it obeys the specified rule (for Enable or Disable), an event is logged, and the device is now known.
The device is known, and an event is generated if the enablement changes (for example, Enable becomes Disable or reverse).
