Hardware recommendations
Hardware requirements must be considered when determining the size of your environment. Consider the following hardware requirements for TrueSight Smart Reporting when determining the size of your environment for event reporting and impact reporting.
Database sizing

TrueSight Smart Reporting and TrueSight Operations Management Reporting share the same database instance, with separate schema. For information about database sizing, see the TrueSight Operations Management Reporting

Comments
This page is not completely clear about which component requires what requirements. There should be a section for each component: - TrueSight Smart Reporting - TrueSight Smart Reporting Engine - TrueSight Smart Reporting Database
It is also not clear how many TSIMs can be handled by a TS Smart Reporting Engine and if it is possible to implement multiple TSSR Engines on one single server.

About your second question, we assume that it is about TrueSight Operations Report Engine.
If you are collecting only event and impact data from TrueSight Infrastructure Management server, multiple TrueSight Infrastructure Management servers can propagate the data to a single Report Engine. However, if you are collecting event, impact, and performance data, the Report Engine has a 1-1 ratio with TrueSight Infrastructure Management. In this scenario, every TrueSight Infrastructure Management server needs a corresponding Report Engine. The following page explains all the deployment scenarios for the Report Engine:
