Root segment PTF errors

Since root segments are at the top of the hierarchy (they have no parents), resolution of PTF errors are different than that of dependent segment errors. The root segment is accessed differently depending upon the database organization. HIDAM uses an index to access a root segment while HDAM uses a randomizing technique.
