Is it possible to configure this setting without the BMC Remedy User client?  I found that I still needed the User Client to configure this setting otherwise mid tier will not work.

      Anil,
Yes, this can be done without user tool.

You have to use any of the existing / new midtier to access this. By default when you install midtier, "arsys" is the default context. So once you add your AR server in the midtier, you can login to it with an AR admin user such as "Demo". Once logged in to the home page, access "AR System Administration" -> "AR System Administration Console" from the applications list. On the newly opened form you can navigate as what is mentioned in this page. This is exactly similar to how you do it from the user tool.

      Hope this helps.

      Thanks and Regards,
      Ashutosh.
