You must have the Allow the event and BMC Remedy Change Management related web service APIs permission to create or modify events in a BMC ProactiveNet system.
See Permissions to access web service APIs which details the permissions required to access BMC ProactiveNet web services and the user groups and roles that can access the corresponding web service by default. If you do not have permission to manage events, your administrator has to manually enable the Allow the event and BMC Remedy Change Management related web service APIs permission.
