Update IGMP Set Interface RTRv2 AccNonRtrAlertPkts Disable

Changes the IGMP interface configuration parameters on the specified interface using the following static parameters: IgmpPrototype=igmprtrv2 AccNonRtrAlertPkts=Yes IfEnabled=disable.
