Incorrect message if configuration fails because of the portal content store with a non-Unicode character set

On Oracle, if the portal content store is not created with a Unicode character set, the product configuration fails at step 3, with the following error message:

BDS-1010 Failed to start Cognos service. Please check cogserver.log, fix the error and run the configuration task again.

This error message indicates that the cause for this error is written to the cogserver.log file. However, this file does not contain any message indicating the cause.

Workaround: Refer to the cogconfig_response.csv file (located in the $BDS_HOME/portal/logs directory), which contains the required message:

Content Manager cannot start because the database character set for the content store is not supported.
